灾难(disaster)是指任何引起设施破坏、经济严重受损、人员伤亡、健康状况及卫生服务条件恶化的事件,并且该事件的危害超过所在区域的承受能力而不得不向外部寻求专门的援助[1]。灾难严重威胁人类生命安全和财产安全,并且极大地影响社会、经济、生态和政治稳定。近年来,洪水、地震、传染性疾病爆发等灾难仍时常发生。据统计,2015年全世界发生376起自然灾难,导致22 785人死亡,受灾人数高达1.1亿人,经济损失达703亿美元[2]。始于2019年12月新型冠状病毒肺炎(简称"新冠肺炎")疫情爆发以来,截至2022年7月26日,已经造成全球超过5.6亿人感染,超过637万人死亡[3]。因此,做好抗击灾难的准备,保证灾难地区人员生命健康,仍是目前各国或各地区的重任之一。
